KAGAME RESHUFFLES CABINET, REAPPOINTS KEY SECURITY ADVISER JAMES KABAREBE

RWANDAN President Paul Kagame has made changes to his Cabinet, bringing back retired General James Kabarebe as his Senior Security Adviser and reappointing Dr. Charles Murigande, who had previously stepped down from public service. The updates were shared through a statement from the Office of the Prime Minister on the president's behalf.


In this reshuffle, Senator Dr. Usta Kayitesi has been named Permanent Secretary in the Ministry of Foreign Affairs and Culture, taking over from General Kabarebe.

According to reports from Rwanda’s media, Dr. Murigande has now joined the Senate, filling the seat left vacant by Dr. Kayitesi after she resigned. Kabarebe had been away from public view for some time, leading to many questions about his situation.

He was appointed Secretary of State in the Ministry of Foreign Affairs in September 2023, in addition to his role as Kagame’s Senior Security Adviser since October 2018. Earlier this year, in February, the United States placed sanctions on Kabarebe, accusing him of helping Rwanda support the M23 rebel group.

Rwanda has denied these claims, stating it does not back the group active in eastern DR Congo.
